E-SIGNATURES RECOGNISED UNDER ROYAL DECREE M/18 (1428H)

Electronic Signature Software in Saudi Arabia

Send, sign, and seal documents with evidence designed for Saudi Arabia’s e-transactions law — in Arabic and English. Built for GCC business, with cryptographic evidence on every signature and a bilingual certificate of completion for every document.

The legal basis

Are electronic signatures legal in Saudi Arabia? Yes, for most commercial documents — with exceptions.

Saudi Arabia’s Electronic Transactions Law (Royal Decree M/18 of 2007) gives an electronic signature the same legal effect as a handwritten one when it meets the law’s reliability requirements — Articles 9 and 14. Enforceability depends on the document and the evidence, and some documents are excluded.

The Kingdom’s digital-government stack has grown around it: Nafath for national-identity authentication, certificates from DGA-licensed providers (functions formerly under NCDC), NCA cybersecurity controls, and SAMA rules for the banking sector. A reliable e-signature with strong evidence is generally recognised for most commercial documents — contracts, offers, HR paperwork, procurement — while some uses need a certificate from a DGA-licensed provider.

SahlSign delivers that evidence on every envelope: signer verification by one-time code (OTP), a tamper-evident hash-chained audit trail, a PAdES digital seal, an RFC 3161 trusted timestamp, and a bilingual completion certificate with the full audit timeline and document hashes.

Why SahlSign in Saudi Arabia

A certificate that shows the full record

Every completion certificate lists each signer, the full audit timeline with timestamps and IP addresses, and the original and signed document hashes, with a QR code to verify it online — evidence your legal team can rely on if a signature is disputed, not a generic checkmark.

Native Arabic, not a translation layer

True RTL signing ceremony, Arabic typed signatures rendered correctly, and bilingual Arabic/English certificates of completion.

Cryptographic evidence on every document

PAdES digital seal, RFC 3161 trusted timestamp, signer verification by one-time code (OTP), and a tamper-evident hash-chained audit trail — verifiable by anyone at our public verify page.

Signers need no account

Send by email; signers verify with a one-time code and sign from any device — desktop or phone, Arabic or English.

Frequently asked questions

Is eSign legal in Saudi Arabia?

Yes, for most commercial documents — with exceptions. eSign, e-sign, e-signature, and electronic signature all name the same thing, and it is generally recognised in Saudi Arabia under Royal Decree M/18 (2007). SahlSign is an eSign platform built for the Kingdom: Arabic-first, with a bilingual certificate of completion and full audit trail for every document.

Is an electronic signature legally binding in Saudi Arabia?

Yes, for most commercial documents — with exceptions. The Electronic Transactions Law (Royal Decree M/18, 2007) gives electronic signatures the same legal effect as handwritten ones when reliability requirements are met (Articles 9 and 14). Enforceability depends on the document and the evidence; some documents are excluded, and some uses need a certificate from a DGA-licensed provider.

Do I need Nafath to e-sign in Saudi Arabia?

Not for most commercial documents. Nafath is a national identity-verification service used for government services and higher-assurance signing. M/18 does not define named signature tiers; for everyday B2B contracts, an e-signature with verified identity and tamper-evident records — what SahlSign produces — is generally recognised. Where a law, regulator or counterparty requires a certificate-based signature, that means a certificate from a DGA-licensed provider (often with Nafath identity verification), which SahlSign does not offer yet.

Which documents cannot be e-signed in Saudi Arabia?

M/18 excludes matters of personal status, notarised instruments, and certain documents requiring official registration. Regulated sectors add their own rules — SAMA governs banking documents. Ordinary commercial contracts, HR paperwork, and procurement documents are not excluded.

Will a SahlSign signature hold up in a Saudi court?

No platform can guarantee a court outcome. SahlSign produces evidence that can support authenticity if challenged: signer verification by one-time code (OTP), a hash-chained tamper-evident audit trail, a PAdES digital seal with RFC 3161 trusted timestamp, and a bilingual completion certificate with the full audit timeline, ready to hand to counsel.

Does SahlSign work in Arabic?

Arabic-first, not translated: a true RTL signing ceremony, Arabic typed signatures rendered correctly in the sealed PDF, and bilingual Arabic/English completion certificates.
