LEGAL UNDER LAW 15/2004 · ITIDA DECREE 109/2005

Electronic Signature Software in Egypt

Send, sign, and seal documents that hold up under Egyptian law — in Arabic and English. Two decades of statutory recognition, with cryptographic evidence on every signature.

The legal basis

Are electronic signatures legal in Egypt? Yes.

Egypt recognised electronic signatures in Law No. 15 of 2004 — one of the first statutes of its kind in the Middle East. Article 14 gives an electronic signature the same legal effect and evidentiary weight as a handwritten one when it meets the technical conditions of the executive regulations; Article 15 sets those conditions: unique linkage to the signatory, sole control, and tamper-evident binding — exactly the properties SahlSign enforces with OTP-verified identity and a cryptographic seal.

The operational layer has matured around the statute: ITIDA licenses Certification Service Providers under Decree 109/2005, Article 31 of the 2014 Constitution anchors electronic transactions at the constitutional level, and the 2020 Personal Data Protection Law (Law 151/2020) governs the personal data every signing workflow handles. For everyday commercial documents — contracts, offers, HR paperwork, service agreements — a well-evidenced electronic signature is binding today.

SahlSign delivers the evidence Egyptian courts look for on every envelope: OTP-verified signer identity, a tamper-evident hash-chained audit trail, a PAdES digital seal, an RFC 3161 trusted timestamp, and a bilingual Arabic/English completion certificate that cites Law 15/2004 for Egyptian signers.

What gets signed in Egypt

HR, outsourcing & BPO

Egypt runs the region’s largest outsourcing workforce. Offer letters, contracts, and policy packs signed before day one — at hiring-wave scale with bulk send.

Agencies & exporters serving the Gulf

Contracts with Saudi, Qatari, or Emirati counterparties — one envelope, each completion certificate grounded in the right national statute.

Real estate & developments

Reservation forms, brokerage agreements, and lease contracts signed remotely. Notarised title registration stays with the registry — everything before it can be e-signed.

NDAs & commercial contracts

Close deals the same day: send, OTP-verify, sign, and receive the sealed PDF plus completion certificate automatically.

Fintech & regulated counterparties

CBE-regulated banks may require ITIDA-certificate signing for specific high-value documents — SahlSign covers the AES-tier commercial layer around them.

E-invoicing-adjacent contracting

The ETA invoice signature is a separate object from the contract signature. E-sign the underlying contract with SahlSign; issue the invoice through the ETA portal as usual.

Frequently asked questions

Is eSign legal in Egypt?

Yes. eSign, e-sign, e-signature, and electronic signature all name the same thing — and it has been legal in Egypt since Law 15/2004, one of the region’s earliest e-signature statutes. SahlSign is an eSign platform built Arabic-first, with Law 15/2004 cited on every completion certificate for Egyptian signers.

Is an electronic signature legally binding in Egypt?

Yes. Article 14 of Law 15/2004 gives an electronic signature the same legal effect and evidentiary weight as a handwritten signature when it meets Article 15’s conditions — unique linkage, sole control, and tamper detection. Egyptian courts have accepted well-evidenced electronic signatures in commercial disputes consistently since the law took effect.

Do I need a certificate from an ITIDA-licensed CSP?

Not for most B2B signing. An ITIDA-licensed certificate (from Egypt Trust, MDI, MIST, or EGID) is the qualified tier — required for notarial acts, certain corporate filings, and some CBE-regulated banking documents. Ordinary commercial contracts are validly signed with a reliable electronic signature meeting Article 15’s conditions, which is the tier SahlSign provides with full cryptographic evidence.

Which documents cannot be e-signed in Egypt?

Documents requiring notarisation or registry action — real-estate title registration at the Shahr El-Aqary, certain powers of attorney, and personal-status matters — follow their own formal procedures. Everything commercial around them (brokerage agreements, reservation forms, leases, service contracts) can be e-signed.

How does the Personal Data Protection Law (151/2020) affect e-signing?

Every signing workflow handles personal data — names, emails, IP addresses, audit logs — so Law 151/2020 applies. SahlSign collects only what the signature evidence requires, and the audit trail exists precisely to serve the accountability the law expects.

Do my signers need a SahlSign account?

No. Signers receive an email link, verify with a one-time code, and sign from any device — desktop or phone, Arabic or English. No account, no printer, no scanner.
